David was appointed to the Board in 1999, having joined the company in 1995.
He provides strategic advice to clients in a wide range of sectors with a particular focus on environmental and sustainability issues (including specialist and technical support on planning and development matters), procurement and PFI/PPP especially at the local government level, and in education, science & technology. David co-ordinates the company's Local Solutions practice, which brings together locally-based consultants across the country to provide both specialist sectoral and geographic political knowledge to support client projects. He also co-ordinates the modular and bespoke public affairs training that the company offers.
Prior to joining the company, David's career spanned the voluntary and public sectors. Most of his time was spent as a civil servant, mostly in the former Department of the Environment, where assignments included the development of major national policy initiatives, preparing legislation and supporting ministers during its passage through parliament, negotiating at the EU level on innovative environmental directives, and co-ordinating cross-departmental responses to multi-sectoral issues. David also spent a period working in local government in inner London, advising on authority-wide responses to strategic regeneration and social policy issues.
David has a BA Honours degree in political philosophy from the University of Warwick, and is a qualified town planner, holding an M Phil in Urban Design & Regional Planning from the University of Edinburgh.
