Politics International has been involved in
many large, high profile procurement exercises that have been
politically sensitive at both national and local level. We have
successfully advised clients bidding under both the Private Finance
Initiative and conventional public sector procurement procedures.
We have advised clients on a diverse range of projects including
the Channel Tunnel Rail Link, central government IT and communications
systems programmes, two new air traffic control centres, NHS Net
and new hospital building projects, rail franchising, local infrastructure
projects and major integrated waste management projects.
We have extensive experience of working with
local authorities, not only in the direct context of procurement
processes, but also on a wide range of other issues has given
us an excellent insight into all the political and policy considerations
that come into play. Councils that we have worked with recently
include Westminster City, Newcastle City, Hampshire County Council,
Milton Keynes Unitary Authority, and Worcestershire County Council.

Market Analysis
We will work with you to identify market opportunities.
Based on long-range intelligence about public sector procurement
strategies and priorities, we help to identify target areas for
your new business development. This embraces both positioning
in order to exploit announced projects, and the more innovative
approach of putting project proposals to the authorities concerned.
Audit
We will undertake an in-depth analysis of the
political and policy background to your bid, identifying the factors
that will be most important in determining the outcome. This includes
identifying all the key figures and institutions that will play
either a formal or an informal role in the decision and uncovering
their agendas. The audit provides the essential understanding
that must underpin your bid strategy. It also provides the basis
for initial risk assessment and subsequent management.
Strategic Advice
Based on the audit conclusions, we provide advice
on putting together a bid team or consortium whose membership
plays to the objectives and priorities of the letting authority.
We offer ongoing advice, based on continuous monitoring and intelligence

Briefing
Targeted, relevant and timely briefing of key
political and official audiences, as well as of the press and
media and third-party stakeholders such as community groups and

problematic criticism or opposition. We can offer a comprehensive

Politics International has
worked with clients on a range public procurement projects. The
following is a taste of how we have helped clients succeed with
their bids
Sector: Transport
The tender for a major new rail line is the
biggest PFI to date. We advised our client consortium on key aspects
of bid strategy, enabling them to find ways of adding value that
would be important to the key official and political decision-makers.
As the bid process developed our intelligence gathering was a
key element in informing strategy both for tender refinement at
BAFO and in the subsequent negotiation of detail.
Sector: IT/communications
We advised our client on their initial bid to
a government agency for a framework contract to develop the underlying
system for a messaging service for the whole agency. Subsequently
we identified the potential to expand the scope of this project
on a PFI basis to include a range of commercial products that
would enhance its value to our client. We then developed and implemented
a communications programme to enable the company to convince the
controlling government department to adopt its proposals.
Sector: IT/communications
We worked for several years with our client
on a retained basis to provide broad strategic advice on new IT
and communications opportunities in the public sector and to support
their bid and implementation teams on specific projects. In this
capacity we developed with the client the concept of PFI-ability
of IT/communications projects and implemented a strategy to get
this accepted by government.
Sector: IT/communications
We supported our client in their two successful
DBFO PFI bids for one currently commissioning and one future major
air traffic control centre. This included developing strategies
to deal with competition issues, issues related to wider public
policy initiatives and their commercial implications, in this
case privatisation of the agency, and ongoing crisis
management to help to deal with perceptual problems arising from
delays and commissioning difficulties.
